How to Apply for a SCOMET Export Licence on the DGFT Portal

Applying for a SCOMET export authorisation can seem daunting the first time. The DGFT portal has specific requirements, forms, and document uploads that must be completed correctly - a single error can delay your application by weeks or get it marked as deficient. This guide walks you through the entire process.

Before You Start - Prerequisites

Before logging into the DGFT portal, ensure you have the following:

  • Valid IEC (Import Export Code) - issued by DGFT and linked to your entity.
  • Class 3 Digital Signature Certificate (DSC) - registered on the DGFT portal for signing and submitting applications.
  • Item classification - you must know the exact SCOMET sub-category and code for your export item. If you are unsure, use the SCOMET AI Assistance chatbot to identify the correct code.
  • End User Certificate (EUC) - obtained from all entities in the supply chain (buyer, consignee, end-user) in the prescribed DGFT format (Appendix 10J).
  • Purchase Order - from the foreign buyer, in a clear and readable format.
  • Technical specifications - detailed technical data sheets, drawings, or product specification documents for the item being exported.

Step-by-Step Application Process

Step 1 - Log In to the DGFT Portal

Visit dgft.gov.in and log in using your IEC credentials and DSC. Navigate to Services → Export Management System.

Step 2 - Select the Application Type

Click on SCOMET, then choose the appropriate application form:

  • ANF 2O(a) - for standard SCOMET export authorisations (fresh exports, repeat orders, re-exports).
  • ANF 2O(b) - for Global Authorisation for Intra-Company Transfer (GAICT) of SCOMET items.

For most exporters, ANF 2O(a) is the correct form. Select ANF 2O(b) only when applying for GAICT between subsidiaries of the same parent company.

Step 3 - Fill in Application Details

The application form requires the following sections to be completed:

  • Applicant details - auto-populated from your IEC registration.
  • Type of application - Fresh Export, Repeat Order, Re-export, Stock and Sale, etc.
  • Item details - SCOMET sub-category, ITC(HS) code, item description, quantity, value, unit of measurement, and technical specifications.
  • Foreign party details - buyer, consignee, and end-user names, addresses, and countries.
  • End-use declaration - specific end-use of the item as declared in the EUC.
  • Country of destination - the final destination country for the SCOMET item.

Step 4 - Upload Documents

Upload the following mandatory documents in PDF format:

  • End User Certificate(s) - from buyer, consignee, and end-user (Appendix 10J formats)
  • Purchase Order from the foreign buyer
  • Technical specifications / product data sheets / technical drawings
  • Import Certificate or Delivery Verification Certificate (if required by destination country)
  • Any additional documents specific to your application type

Tip: For applications with multiple items, use the Bulk Upload feature. Download the sample Excel file from the portal, fill in all item details offline, and upload it in one go. This saves significant time for large orders.

Step 5 - Pay Application Fees

The application fee for SCOMET authorisation is INR 1,000, payable online through the DGFT portal. Payment can be made via net banking, debit card, or credit card.

Step 6 - Sign and Submit

Review all details carefully, then sign the application using your registered DSC and submit. You will receive an acknowledgement with a file number for tracking.

After Submission - What Happens Next

Once submitted, your application goes through the following stages:

  1. Initial screening - DGFT officers check for completeness and document validity.
  2. IMWG evaluation - the Inter-Ministerial Working Group (comprising representatives from multiple ministries) evaluates the application based on the end-use, end-user credibility, destination country, and item sensitivity.
  3. Decision - the IMWG recommends approval, rejection, or requests additional information.
  4. Authorisation issued - if approved, the SCOMET authorisation is issued electronically through the portal.

Processing time varies depending on the application type. Repeat orders under the Repeat Order Policy can be processed within a week. Fresh applications typically take 4–8 weeks, depending on the sensitivity of the item and the IMWG review cycle.

If Your Application is Marked Deficient

If DGFT finds issues with your application, it will be marked as “Deficient“. You can check the status under My Dashboard → Submitted Applications. To respond:

  1. Click on Action → Respond to Deficiency
  2. Read the deficiency remarks carefully
  3. Upload the corrected or additional documents
  4. Re-submit the application

Common Mistakes to Avoid

  • Wrong SCOMET sub-category - double-check your item classification before filing.
  • Incomplete EUCs - all clauses must be filled, all entities must sign and stamp.
  • Mismatch between PO and application - quantities, item descriptions, and values must match exactly.
  • Missing technical specifications - the IMWG cannot evaluate your item without detailed specs.
  • End-user country not clearly stated - always specify the final destination country.
  • Using outdated EUC formats - use only the prescribed Appendix 10J formats.

Tracking Your Application

To check the status of your submitted application: navigate to My Dashboard → Submitted Applications, select Type of Scheme: SCOMET and Type of Sub Scheme: Issuance of SCOMET Authorisation, then click Search. The current status will appear under the File Status column.
