DGFT IEC Code and SCOMET - What Exporters Must Know

The Importer Exporter Code (IEC) is the foundation of every export transaction from India. Issued by the Directorate General of Foreign Trade (DGFT), the IEC is a mandatory 10-digit code required for all import and export activities. But when it comes to SCOMET-controlled items, your IEC plays an even more critical role - it is the identity through which all SCOMET applications, authorisations, and post-export reporting are tracked.

What is the IEC Code?

The IEC (Importer Exporter Code) is a unique identification number issued by DGFT to any business entity engaged in import or export from India. It is issued under Section 7 of the Foreign Trade (Development and Regulation) Act, 1992. Without a valid IEC, no goods can be exported from or imported into India through Customs.

The IEC is a lifetime code - once issued, it does not expire. However, it must be updated annually on the DGFT portal to remain active.

How IEC Connects to SCOMET

When you apply for a SCOMET export authorisation on the DGFT portal, your application is filed against your IEC. The system automatically pulls your entity details - company name, registered address, directors, PAN - from the IEC database. This means:

  • Your IEC must be active and updated - an outdated or suspended IEC will prevent you from filing SCOMET applications.
  • SCOMET authorisations are linked to your IEC - the authorisation is issued to your IEC holder entity, not to an individual person.
  • All post-export reporting (quarterly reports for GAICT, annual reports for Stock and Sale, etc.) is tracked against your IEC.
  • Customs verification - when your shipment clears through ICEgate, Customs checks the SCOMET authorisation against your IEC and shipping bill.

Getting Your IEC for SCOMET Exports

If you do not yet have an IEC, the application process is straightforward:

  1. Visit dgft.gov.in and register as a new user.
  2. Apply for IEC online by filling the ANF 2A form.
  3. Upload supporting documents: PAN card, Aadhaar, bank certificate with cancelled cheque, entity registration certificate.
  4. Pay the application fee of INR 500.
  5. Sign with a Class 3 DSC (Digital Signature Certificate).
  6. IEC is typically issued within 1-2 working days after verification.

Digital Signature Certificate (DSC) for DGFT and SCOMET

A Class 3 Digital Signature Certificate is mandatory for filing SCOMET applications. The DSC must be:

  • Issued by a Certifying Authority recognised by the Controller of Certifying Authorities (CCA), India.
  • Registered on the DGFT portal under your IEC.
  • Linked to the PAN of the authorised signatory (director, partner, or proprietor).
  • Valid (not expired) at the time of filing.

To register your DSC on DGFT: log in to the portal, go to My Dashboard → Manage DSC, and follow the registration process. The same DSC can be used for both IEC-related services and SCOMET applications.

Common IEC Issues That Block SCOMET Applications

  • IEC not updated annually - DGFT requires annual updating of IEC details. A non-updated IEC may be flagged as inactive.
  • Branch code mismatch - if your export is from a branch not registered under your IEC, add the branch code before filing.
  • DSC not registered - your DSC must be linked to the DGFT portal. A valid DSC that is not registered on DGFT will not work for signing applications.
  • Authorised signatory mismatch - the person signing the SCOMET application must be listed as an authorised signatory in the IEC registration. Changes in directors or partners must be updated first.
  • PAN mismatch - the PAN on the DSC must match the PAN registered against the IEC entity.

Viewing Your IEC and SCOMET Authorisations

To view your IEC details, visit dgft.gov.in → Services → View Your IEC or log in to My Dashboard. To view approved SCOMET authorisations, navigate to My Dashboard → Submitted Applications → Type of Scheme: SCOMET, then click Action → View Approved Licenses → View Letter.
